Base Sepolia will undergo the V1 network upgrade at the scheduled time

This upgrade includes:
- Osaka support
- Simplified Flashblocks WebSocket format
- A new multi-proof system enabling faster withdrawals and a path toward stronger decentralization
- Support limited to Base Node (Reth) and Base Consensus clients only
